Local authority bosses published draft budget documents on Monday evening indicating how they would respond after declaring themselves effectively bankrupt.
A cabinet meeting to consider budget proposals is now due to take place on 27 February, two weeks later than planned.A DLUHC spokesperson said: "Residents have been let down by Birmingham City Council’s failure to get a grip of the significant issues it faces.
"The timing of meetings is a matter for individual councils. We have been clear with the council on the expected timeframes for their exceptional financial support request, and we are working closely with them on the request."A senior Russian general has been killed in a car bomb attack in Moscow, officials have confirmed.Russia's Investigative Committee (SK) - the main federal investigating authority in the country - confirmed Gen Yaroslav Moskalik died when a Volkswagen Golf car exploded after an improvised explosive device stuffed with pellets went off.
Local media reported that the car was parked next to the general's house in the eastern suburb of Balashikha and exploded as he walked past it.Kremlin spokesman Dmitry Peskov has blamed Ukraine for the attack, saying Kyiv "continues its involvement in terrorist activities inside our country". Ukraine has not commented.
Moskalik represented Russia's General Staff in talks with Ukraine in Paris in 2015, which resulted in the

Showers continued through the night on Monday and on Tuesday in parts of south-west England, the north coast of Northern Ireland, north-west England and the coastal counties of Scotland.Some of these showers are heavy with thunder over the hills.
But through Tuesday evening and overnight another area of low pressure will sweep in from the Atlantic, bringing a spell of wet and potentially windy weather to England and Wales.On its current track, the low pressure will bring rain north-eastwards across south-west England this evening and then Wales, the Midlands, East Anglia, parts of northern England and south-east England, where it could turn heavy and thundery.
